Clearing takes the vegetation; grading decides what the ground does forever after. Caliche: the layer that runs the schedule

The carbonate-cemented hardpan sits at unpredictable depths across the metro's old alluvial surfaces, hard enough in places to defeat a bucket outright. Where it lurks near final grade it can be a gift — a naturally rigid subgrade — but where cuts must pass through it, ripping or hammering time enters the schedule. The USDA's Web Soil Survey flags the likely zones parcel by parcel, and a test pit on the walk turns likelihood into fact before pricing.
Caliche also complicates the water story: it perches infiltration, so a storm that would soak into loamy ground instead runs sideways across the pan. Grades over shallow caliche are designed with that lateral movement in mind, which is why two identical-looking lots can want different drainage plans.
Grading for seven inches of rain that all comes at once
Phoenix's official normals put yearly rainfall around seven inches, but the useful truth is the delivery schedule: the National Weather Service's Phoenix Rainfall Index and its 1991–2020 climate normals show how much of the total lands in monsoon bursts. Grading here is therefore storm engineering at garden scale — a swale sized for the cloudburst, not the average.
Regional context helps too.
